Roommate did 47 loads of laundry in one month and I counted every single one

I keep a dry erase board by our shared washer in the basement of our place on Delaney Street, mostly for my own sake, and I tallied 47 loads from my roommate Marcus in March. That is more loads than days in the month, and half of them were single shirts or one towel. Our water bill jumped about $60 and he acts like that is normal. Has anyone had luck getting a roommate to actually wait until the basket is full, or do I need to hide the detergent?
