Terminating shielded cable without the drain wire ground

Ran a job in Austin last week where the previous crew left every shielded drop floating at the tap, and the customer's modem kept dropping sync. Took me 20 minutes to find it, so I'm curious how many of you actually bond that drain wire on residential installs or just clip it off.
