The on-campus tabling rules here feel like they pick winners

I volunteer with a student group at Ohio State and we tried to table near the student union last Tuesday. We found out the free speech zone is a tiny circle by the parking garage, while the big walkway is reserved for groups that pay for a booth. We got told to move three times by the same campus officer, even though we were just handing out flyers and had zero amplification. I get that spaces need order, but the rulebook literally says 'expressive activity' is limited to that zone between 9am and 4pm. My friend at Kent State said their campus lets anyone reserve a main quad spot for free on a lottery. Is this normal at other schools, or is our admin just using logistics to keep certain voices quiet? Has anyone fought a similar policy and actually gotten it changed?

We got ours changed by showing up to a board meeting with a petition signed by 400 students.
