The kicker is one guy in a different department had the authority the whole time but nobody listed him on the job ticket. Did you ever find out why that one guy wasn't listed on the ticket, or is that just standard for your place? Because that sounds less like red tape and more like someone forgot to update a spreadsheet, and you paid for it with two weeks of your time. Seems like the real problem is nobody owns the process from start to finish.
