Spent 2 hours fighting a card reader that only took tap, no chip

My local farmers market in Portland switched to a cashless vendor setup last month and I stood in line behind a guy fumbling with a phone that wouldn't pair, then my own card got declined twice because the reader only accepted contactless, so what do you do when the network hiccups and the whole stall just stops?
