The HAARP weather theory I tested with my own rain gauge

I've been tracking local rainfall since last March, mostly to argue with my brother about HAARP controlling the weather. Over 14 weeks, I compared my backyard gauge readings to the official airport data, expecting to find some wild discrepancy. What I found was a nearly perfect match, so has anyone else tried an actual measurement test on any of these global control theories? Or is my brother right that my gauge is just too small to catch the real manipulation?
