Came across a sketchy crane setup at a county fair in Ohio

Went with my kid to the fair in Medina last Saturday and watched a crew fly a 30 ton over the crowd with missing pin guards on the jib, nobody even blinking. I said something to the operator and he just shrugged, is this a common thing with temporary rental rigs or am I overreacting? Has anyone else run into this and did you report it to OSHA?
