Got charged $14 for a 'service fee' at a restaurant that wasn't a tip

Went to a place downtown last Friday. Bill came, $14 extra line called 'kitchen appreciation fee'. Waitress said it's mandatory and not for her. Manager wouldn't remove it. Felt like a scam. Anyone else seeing these fake fees pop up?
