Heard a guy at the Amarillo Habitat ReStore say never to caulk over old grout without scraping it first, and I almost learned that the hard way
I was about to seal the tub surround in my house on Paramount when he stopped me, because that thin layer of grout release would've trapped water behind it and rotted the backer board within a year.

Grout release is fine if the old grout is solid, scraping isn't always needed.
