Unpopular opinion on plastic repair vs replacement panels

I keep seeing guys in this trade grab a new bumper cover for every cracked tab when the old one just needs a proper plastic weld and some backing mesh. Did a job in Tucson last Tuesday where the shop down the street quoted $600 for a replacement, but I fixed the original with $40 of materials and it held up fine through a 110 degree day. Are we losing the repair-first mindset, or is replacement honestly safer for liability these days?
