Saw a crew in Phoenix using a power trowel on a slab that looked way too wet to me

I was driving past a site off 7th Street last week and they had the machine going on a pour that was still shining with bleed water. The foreman told me they were on a tight schedule and it would 'set up fine'. Isn't that just asking for a weak top layer and dusting problems later on?
