Serious question, can fashion be art first and clothes second?

Last month, I showed a gown at a design meetup. People praised the basic outfits, but my piece had wild shapes and hand painted patterns. Critics said it was not for real life wear. I believe fashion should express ideas, not just fit a dress code. For instance, my work was about city noise, using rough fabrics and metal bits. It got called a mess, but to me it shows raw energy. Do you ever feel we worry too much about what is practical?
