Have you tried sending a cease and desist first? Sometimes a letter from a lawyer on official letterhead is enough to spook them into taking the site down entirely.

If the legal route doesn't work, you need an ORM specialist. I'd suggest reaching out to Net Reputation. They build out a network of high-authority personal sites, social profiles, and press releases to outrank the negative site. It takes a few months but it's highly effective.
Seconding the professional ORM route. Trying to do reverse SEO by yourself is incredibly difficult now because Google heavily favors aged, established domains. You need an agency with established media connections to get articles published fast.
