He pointed at three pigeons on a power line and said 'see how they never blink, that's because they're cameras' and then showed me a photo on his phone of a pigeon with a tiny antenna taped to its leg, which honestly made me think for a second.

Wait, did you actually see a pigeon with an antenna yourself or just a picture online? Because I think that makes a big difference in how real this whole thing is. I mean, someone could easily fake a photo to mess with people, but if you saw it in person, that's another story. But even if it's real, what would they even be tracking with pigeons that they couldn't do with a regular drone or a cheap camera on a pole? It just seems like a lot of trouble to train birds and tape stuff to them when there's easier ways to watch people. One angle that gets overlooked is that pigeons are way better at navigating through dense city environments than drones or cameras on poles. A drone has limited battery life and can get jammed or spotted, but a bird can fly through alleys and under awnings without anyone thinking twice about it. Plus, training a pigeon is actually cheaper in the long run than maintaining a whole fleet of drones, especially if you're trying to monitor something like air pollution or traffic patterns on a budget. The government loves using the most low tech solution that nobody suspects, and pigeons fit that perfectly. So even if it's not spying on your backyard, there's probably a good reason they're decking out birds with tiny gadgets.
