Soak a microfiber in warm water and lay it on the spot for a few minutes before you touch anything.

Damp towel thing just pushes the grit around and scratches the clear coat if you're not careful. Hard water spots get trapped under that wet cloth and you end up with more work fixing micro-marring later. Better to hit it with a dedicated bug and tar remover spray first, let it dwell for a minute, then pressure wash from a foot away. Those biological deposits are basically acid once they bake in the sun, so a quick pass with a clay bar on a lubricated panel actually lifts the whole mess without dragging anything across the paint.
